Intermunicipal Development Plan (IDP)

Strathcona County and Beaver County are working on a draft Intermunicipal Development Plan (IDP) to ensure that land use decisions are coordinated between the two municipalities. An intermunicipal development plan (IDP) is a high-level statutory plan jointly developed by two or more neighbouring municipalities, and where at least one member is not part of a growth management region.

Recent changes to the Municipal Government Act require that municipalities with common boundaries, and where at least one member is not part of a growth region, must adopt an IDP.

The draft IDP has been developed using the existing policy areas of both municipalities’ Municipal Development Plans (MDPs), and as a result the proposed IDP will not affect existing land use zoning.

Open House and comment sheet:

A public open house was held on November 21, 2019 at the Hastings Lake Community Hall. The open house allowed the public opportunities for written comments and the completion of the comment sheets. Thirty-eight members of the public attended the open house, and 3 comment sheets were filled out during that time. Staff from both Strathcona County and Beaver County were in attendance to answer questions and take notes. The draft IDP was available for review and information boards were displayed, which provided information on current and future land uses (taken from existing policy areas within each municipality’s Municipal Development Plan (MDP)), as well as information on transportation and infrastructure, the environment, economic and social development, and responsible intermunicipal coordination. The information boards were posted on each municipality’s IDP webpage following the open house.

Beaver County and Strathcona County worked together to compile all public engagement input and drafted a public engagement summary which outlines all engagement feedback. Changes were made to the draft IDP that incorporates some of the public engagement feedback , particularly with respect to Beaver County’s Country Residential Area (Section 5.2), and Recreation and Tourism (Section 8).
