Bob Bonham – Drainage Issues
Bob Bonham, and several other Beaver County landowners from the Division 3 attended the meeting to discuss drainage issues with Council
Proposed Telecommunications Tower
Brenden Smith, 5G Strategic Project Coordinator, LandSolutions LP, attended the meeting to answer any questions that Council may have regarding the proposed telecommunications tower in SW 32-50-20-W4.
Council directed administration to issue a letter of concurrence to LandSolutions LP, in accordance with Beaver County’s Telecommunications Tower Protocols Policy, for a proposed telecommunications tower in SW 32-50-20-W4.
Inter-Municipal Collaboration Framework
Council approved the following inter-municipal collaboration framework agreements with the Town of Tofield:
- Road maintenance,
- Road construction (template),
- Pest control.
Road Closure Request – Road Plan 842 2169
Council passed a motion to close Road Plan 842 2169 in the Hamlet of Bruce.
Bridge File 08121 Tender Award
Council awarded the contract for the replacement of Bridge File 08121 (TWP 494 west of HWY 857) to Lafarge Canada Inc. in the amount of $670,000.00 plus 10% contingency ($67,000.00).
Repairs to Township Road 514
Council authorized administration to work Township Road 514 back to gravel with consideration for a long term dust control in the spring of 2020.
Signage on Township Road 502
Council directed administration to check for continuity of traffic control signage on Township Road 502.
Signage on Highway 14 to Beaver Municipal Solutions
Council discussed a concern from a resident regarding mud tracked onto Secondary Highway 854 which, with the wet weather, makes the highway very slippery.
Council directed administration to work together with Beaver Municipal Solutions in advocating to Alberta Transportation to consider a reduction in the speed limit near the entrance to Beaver Municipal Solutions and Clean Harbors.
Council passed a motion that the County request the Village of Holden's support for the reduction of speed limit on Highway 14 for one mile from Secondary Highway 855 to Range Road 161.
Council passed a motion that the County request Alberta Transportation to consider the removal of the stop sign at the intersection of Secondary Highway 626 and Secondary Highway 854 for east bound traffic.
Results of 2019 Tax Sale
Council passed a motion to not acquire Plan 4834 W, Block 9, Lots 18 & 19 at this time, and direct administration to contact the landowner regarding a tax arrears payment plan and to review the reserve bid price.
Priority Based Budgeting
With Priority Based Budgeting, Council will establish its priorities based on programs, not departments. Council will set the strategic vision, and establish goals and expected results. Administration will fulfill Council’s vision by ranking the current initiatives and projects (or new initiatives and projects) on the basis of the following:
- Percentage of community/organization served;
- Degree of mandate (mandatory vs discretionary);
- Reliance on the community for the program;
- Change in demand for the program.
Council passed a motion to proceed with phase 1 of priority based budgeting.
Range Road 132 and Township Road 480 Road Construction
Council passed the following motions in regards road construction of Range Road 132 and Township Road 480:
That Council enter into the negotiated agreement with Parrish & Heimbecker to upgrade Range Road 132 and Township Road 480 to provide access to development on E 1/2 of 3-48-13-W4.
That a tender be issued to upgrade Range Road 132 and Township Road 480 as follows:
- the standard out in Alberta Transportation standard Cross-Section for RLU-210G-100 and Alberta Transportation Standard Cross Section for Services Roads RLU-208G-90, with the exception that the road shall be constructed with nine (9) meter top rather than a 10 meter top;
- base stabilization using cement and application of chip seal to provide a dust free surface similar to pavement.
Appointment of Auditor
Council approved the appointment of MNP LLP as Beaver County’s auditors for the 2019 to 2021 financial audits for annual audit fees of $29,800, $30,500, and $31,400, respectively.
Alberta Municipal Affairs’ municipal internship program provides support for municipalities to recruit, train, and retain qualified post-secondary graduates to advance into leadership positions within Alberta municipalities.
Council authorized the submission of an application to host a 2020/21 municipal intern (finance stream) via Alberta Municipal Affairs’ Municipal Internship Program.
Letter of Support - Alberta Historical Resources Foundation
Council passed a motion to submit a letter of support to the Alberta Historical Resources Foundation for Dr. Juliette Champagne to prepare a request for funding to prepare a manuscript from the Beillevaire letters.
CN Railways – Rail Crossing at Range Road 110
Council discussed the new underpass being built by CN Railways at railway crossing at Range Road 110. The underpass will be changed and have new guardrails. Council directed administration to refer the matter to CN Railways to contact the landowners in the area and discuss the changes with them.
Council passed a motion to provide support of door/raffle prize items, to a maximum of $200, to the Tofield Legion Golf Tournament.
Council scheduled a Special Closed Session meeting on August 29, 2019 commencing at 3:30 pm to deal with Personnel.
Council rescheduled the October 2, 2019, Committee of the Whole meeting to October 1, 2019, commencing at 8:30 am.
The next Committee of the W hole meeting has been scheduled for Wednesday, September 4, 2019, commencing at 8:30 am.
The next Regular Council Meeting has been scheduled for Wednesday, September 18, 2019, commencing at 8:30 am.
