About the Community Standards Bylaw

The Community Standards Bylaw brings together key elements from two former bylaws—Nuisance and Unsightly Premises and Noise Control—to make expectations clearer and more consistent across Beaver County. While it simplifies things, it’s not a brand-new set of rules. Instead, it combines and updates existing regulations to help maintain safe, respectful, and welcoming communities.

Other bylaws, like Animal Control, remain separate because they cover broader areas that require their own detailed guidance.

This bylaw is primarily complaint-driven, meaning action is taken when concerns are brought forward, unless there’s an obvious public safety risk or a serious impact on the surrounding area.

At its core, the Community Standards Bylaw is about balance: protecting your right to enjoy your property without being unreasonably affected by others, and vice versa. It’s about shared responsibility and mutual respect.

Enforcement focuses on education first. Our Community Peace Officers aim to resolve issues through early conversations and guidance, not tickets. The goal is always voluntary compliance through understanding, not punishment.
